Instructions:
- Preheat oven to 400°F (200°C). Line a large rimmed baking sheet with parchment paper.
- In a small saucepan over medium-low heat, melt the butter. Add the minced garlic and cook gently for 60-90 seconds until fragrant. Remove from heat immediately to prevent burning.
- Whisk the lemon zest, lemon juice, salt, pepper, and red pepper flakes (if using) into the warm garlic butter mixture.
- Place the cleaned shrimp in a large mixing bowl. Pour the entire garlic butter mixture over the shrimp and toss gently until every piece is evenly coated.
- Spread the coated shrimp in a single layer on the prepared baking sheet, ensuring there is space between them for roasting.
- Sprinkle the grated Parmesan cheese evenly over the shrimp. If using Panko breadcrumbs for extra crispiness, sprinkle them on top now.
- Bake for 8 to 10 minutes. The shrimp are done when they curl into a 'C' shape and turn opaque pink, and the Parmesan topping is golden brown and bubbly.
- Remove from the oven, sprinkle immediately with fresh chopped parsley, and serve hot.
